Above, Cleveland is depicted as sitting on the fence. Other politicians are shown waving banners for Cleveland in '92, tariff reform and protection of labor. Appears to be a pro-Republican cartoon depicting the PA. races of 1890 as a referendum on the tariff and reform issues coming in 1892 election. N. Mint.
