1992 Hasbro. 2" tall wax sculpt with plastic neck piece prototype 2 up "Cutter" (v2) head. Small chip on brim of hat. This headsculpt of the figure is from the series 11 "Drug Elimination Force". A unique and rare 2 up G.I. Joe prototype and displays Exc. as produced in the creative process.
