9" long. J. Frederick C. Talbot severed as Congressman representing Maryland's 2nd District. Applied albumen photo of Cleveland at center and bright gilt lettering that has only a few missing flakes. A faint and well flattened horizontal fold just below "Cleveland." Retains original T-bar stick pin and "Torsche & Lee Manufacturers Baltimore, MD" label on reverse. NM. Rare.
