First, this design is similar to Australian issue by Vic Jensen, a children's shoe store but that is blue and white w/solid red skirt on Minnie. On this, she wears green polka dot skirt. Also this one names them as "Mickey & Min" but the Jensen version is without names. We don't know of any comparable USA button from this early era showing them together and full figure. VG. Rare.
