8" tall tin litho with built-in key. 1930s. Penner is complete with cigar and hat. In one hand he holds a basket containing ducks while the other hand rests on the back of his duck "Goo Goo." Toy works and he walks forward as his hat tips up and down. Toy has wear mostly centered on bare spots on creases in his neck. Also has few tiny spots of oxidation on chest and cage edges, some other nicks and scratches. Fine.
