10x12" gold beveled edge wood plaque with thin plastic front states at lower left "You Are Cordially Invited To Attend A Ground Breaking Ceremony With President Jimmy Carter/Wednesday, September 20, 1978/9:15 A.M." Event was for "National Aviation Facilities Experimental Center/Atlantic City, NJ." Two small screws hold 8.25" silver plastic miniature shovel at center. Small chip at top right corner point. Tiny bit of surface scratching on the plastic shows only in reflected light. Very limited issue and VF.
