It is a late 30s ring with brass adjustable bands with ring top holding a clear plastic domed cover over a real photo of the radio comedian. Under the dome are three balls in orange, yellow and light blue which can be positioned into three tiny circular cut-outs, two of which flank his image and one of which is on his hat.
