11x16" thin cardboard sign announcing arrival of Feb., 1938 issue #25 of Dell Publishing Co. "Popular Comics" in which Don Winslow, Skippy, Smitty and Skeezix (Gasoline Alley) stories appear. Other characters mentioned include - Dick Tracy, Orphan Annie, The Gumps, Terry and The Pirates, Smilin' Jack, Streaky, Out Our Way and Tiny Tim. Kitty Higgins takes center stage on cover image w/text "I Resolve To Be Kind To Animals During 1938 Signed - Kitty Higgins" and shows her promptly kicking a dog. Heavy crease 4" from bottom and light dust soiling but displays Fine.
