Additional text reads "Civil Service Reform" and "Reduction Of Surplus". Around the border are 39 chain linked stars each containing the abbreviation of a state. Exc/NM. Second item is a 17x17.25" jugate handkerchief featuring the Capitol dome at center and oval portraits set in American flags. Minor soiling not effecting the image. Exc.
