8" long including 2" dia. portrait button. 1928. Brass shell hanger has "Captain" cello. insert. Ribbon has light age toning and three horizontal tears stabilized w/clear tape on reverse, most notably a less than 1" just affecting eagle design. Fine. Buttons has only light wear. Exc.  Albert Ottinger was defeated in his bid to serve as Governor of New York by Franklin D. Roosevelt.
