7/8" reads "Youth On To The Third National Negro Congress For Jobs And Civil Liberties Wash. DC Apr. 26-28." This group was organized by the communist party USA as well as others. The first congress took place in 1936. Declared black socialist A. Philip Randolph headed the group. Backpaper by Pudlin has small ink "41," perhaps the year of the congress but uncertain.
