Page features seven panels from "The Ruler Of Earth" story, showing UN members helping facilitate programs initiated by the ROE supercomputer, which is seen in second panel in typical Kirby manner. Life is shown to improve, w/a food surplus and UN base shown being decommissioned (though Soviet villains scheme in fourth panel). Last two panels show gas bomb attack on UN honor guards. Kirby has boldly signed in black felt tip pen at bottom left. Top margin has handwritten title and issue/page numbers. Lower right margin has large inked page number. Back has partial Comics Code Authority inkstamp. Tiny bottom margin trim. 5" strip of tape staining to bottom of last panel, o/w rest remains clean and Exc.
