Each with brass rim, two brass loops and tin reverse naming maker Pettibone of Cincinnati. Each once had flag ribbon below. One names "Vice Pres't" and other "Delegate" both for Washington Dec. 9-10-11, 1908 "Rivers & Harbors Congress" intended to both develop and conserve resources, including forests, on a national level. They wanted 50 million annual appropriation from Congress. What remains is NM. Rare. Related to Roosevelt administration.
