15.75x19.5" partially printed document. President Cleveland appoints "John Grimes Walker" a "Commodore In The Navy" on March 1, 1889. Signed in black fountain pen ink "Grover Cleveland" at lower right and at left by Sec. of the Navy "William C. Whitney." Four well flattened horizontal folds not affecting Lincoln not affecting signatures. Exc. Blue seal at bottom center remains intact. Comes w/Hake's COA and JSA LOA.
