7x10.25". Addressed to "Honorable Gordon L. Thomas Mayor Of East Lansing" Michigan. Johnson notes low participation in presidential and congressional elections adding "This Is A Serious Void In Our Free Society" and suggests "The Appointment Of A Citizens Committee To Investigate Possible Restrictions To Registration And Voting- - And To Promote Greater Voter Participation In The 1964 Elections." Final paragraph begins "At A Time When People All Over The World Cry Out For The Right To Vote, Too Many Of Our Citizens Neglect To Use This Most Precious Of All Citizen Privileges." Signed boldly at conclusion "Lyndon B Johnson" in black fountain pen ink. A single well flattened horizontal mailing fold. Otherwise only minor handling. NM. Comes w/Hake's COA and JSA LOA.
