Headline text "Additional Instructions/To The Public And Private Armed Vessels Of The United States" w/order stating "The Public And Private Armed Vessels Of The United States Are Not To Interrupt And British Unarmed Vessels Bound To Sable Island, And Laden With Supplies For The Humane Establishment At That Place/By Command Of The President Of The United States" and signed boldly "James Monroe" in black dip pen ink next to printed text "Secretary Of State." Light even age. Displays VF. Not examined out of frame. Comes w/Hake's COA and JSA LOA.
