1" with W&H paper. Apparently issued by famous maker of pipe wrenches. Blue text statement of implied reliability reads "If Pipes Leak You Need A Stilson/1916-1920/4 President You Need A Wilson." Essentially microscopic dirt speck over the "i" of "Stilson." N. Mint., displays Mint. Rare and first we've seen.
