7/8” with Offset Gravure backpaper. Reverse has rather long .75” cello split by the collet but cello lays flat and front appearance remains Exc. Slogan refers to the Copeland Sea Safety Bill passed by congress in June 1936 which featured new regulations for sailors including the introduction of something known as a “Continuous Discharge Book” for the previous haphazard method by which sailors were given discharge papers from previous voyages. Sailors called the new documentation, which resembled a passport with serial number, photograph, signature and fingerprints “Fink Books” claiming that they were the perfect vehicle for allowing blacklisting by ship owners if a seaman became considered to be an agitator or striker. Scarce.
