Adjustable brass base has the character name on each side accented by a pair of lightning bolts. A silver luster plate on the ring top holds a large rectangular glow-in-the-dark plastic top which slides off. The interior compartment holds a miniature brass whistle. This has lost some luster but has clean surfaces. The top of the plastic compartment has an inset reflective metal disc flanked by the words "Rescue Ring."
