4" dia. cardboard with brass grommet at top. "Inauguration March 4th, 1913/Press Permit" above inked name "Miss Margaret E. Heiss" and inked publication name "New Orleans Times Democrat." Below printed text continues "To Pass Through All Police Lines, From Street To Street." At bottom is faint, unreadable blue ink name above printed text "Major And Superintendent/Metropolitan Police, D.C." A printed serial number "766" appears at upper right. Age tone on white area but no stains or creases. Rare limited issue.
