7" thin fabric ribbon with small 1/16" circular hole at top that appears to be as made. Large full figure of Happy Hooligan lifting a cocktail glass. Text reads "We Are Happy To Be With You/The Smallest Fireman In Nebraska/26th Annual Convention N.S.V.F.A. Nebraska City, Nebr. Jan. 21-22-23, '08/Compliments Of W.W. Windolph Pacific Hose Co. No. 1 Grand Island, Neb." Trivial 3/16" fabric break at bottom left corner. The piece remains clean and NM. A rare, very limited issue. Only example we know of.
