Item Description
7/8" with Western Badge back paper showing 1936 candidate of the Farmer/Labor party and reading "For Congress John T. Bernard." Bernard began his first and only term in the House Of Representatives by refusing to vote for a unanimous consent resolution that would have permitted a resolution on the floor to be considered and be voted upon without first being submitted to committee for debate. The resolution in question had been sent to Congress by President Roosevelt intended to prohibit the sale of munitions to either the Republican Loyalist or the Franco lead Fascist factions in a civil war that had been raging in Spain since July 1936. While the neutrality measure passed the House 431 votes to 1, in part because of Bernard's objections and the delay it caused, the Spanish ship Mar Cantabrico carrying several million dollars of munitions was able to speed out of New York harbor with weapons badly need by the Loyalist forces in their battle with the Fascists.
