This is a 1951 cereal premium from an unknown issuer. 4.25" original envelope has tanning and narrow sliver off the bottom where it was opened. Envelope remains VG. The ring consists of a plastic base with a .5" tall shaft on the top. Ring came with a small cardboard holding a string but that is not included. The "Flying Jet" is a saucer shaped piece of plastic that fits onto the prong and then when the coiled string was pulled it would launch into space.
