Item Description
7/8" w/Offset Gravure back paper. Two tiny diagonal scratches in field only seen in reflected light. Slogan refers to the Copeland Sea Safety Bill passed by Congress in June 1936 which introduced new regulations for sailors including "Continuous Discharge Book" by which sailors were given discharge papers from previous voyages. Sailors called the new documentation, which resembled a passport w/serial number, photograph, signature and fingerprints "Fink Books" claiming that they were the perfect vehicle for allowing blacklisting by ship owners if a seaman became considered to be an agitator or striker.
