9x16" open. Signed as Gov. of New York Nov. 8, 1800. Jay appoints Roswell Hotchkiss to "Superintendent Of Highways" in Delaware County New York "The Eighth Day Of November In The Year Of Our Lord One Thousand Eight Hundred And In The Twenty Fifth Year Of Our Independence." At bottom of document is a "Great Seal Of The State Of New York," suspended from a ribbon. Two vertical and one horizontal folds as issued w/separations at junctions. Ghosting of seal and light age throughout. Signature remains clear and bold. Overall VF. Comes w/Hake's COA and JSA LOA.
