1.75", no maker. Probably a New York state only issue appearing shortly after the Sept 9, 1971 events also known as the Attica Prison Rebellion, the Attica Uprising and the Attica Prison Massacre. We think text related to organization of inmates which resulted in 27 demands written to Commissioner of Corrections Russell Oswald and to Governor Nelson Rockefeller. Ex- Marshall Levin Collection.
