Has facsimile signatures of Major General Clayton Bissell; Navy Director of Intelligence Hewlett Thebaud; and J. Edgar Hoover Director FBI. Interesting near end of war issue after VE Day. A few hairline color rubs along fold lines with moderate archival tape repairs on reverse. Few lt. handling creases but still displays bright and Fine.
