In 1938 he began producing sports filler pages for DC Comics and was eventually hired by them in 1940. His first assignment was "New York World's Fair 1940" comic book cover showing Superman, Batman and Robin which made Burnley the first artist after co-creator Joe Shuster to draw Superman. Burnley co-created "Starman" with writer Gardner Fox. Burnley penciled over 100 covers and numerous stories and also worked on both the Superman and Batman Sunday comic strips before leaving the comic book field in 1947 to return to sports cartooning.
