Lengthy text is divided into three sections entirely in a humorous vein. Text includes "No Time, Talent Or Expense Has Been Spared To Make This The Main Feature Of The Days Doings, And It Is Expected That All Citizens Along The Entire Route Of The Procession Will Furnish Refreshments, (And They Are Reminded That It Has Been Decided Upon The Highest Medical Authority That 'Cold Water' Is Not Refreshments).
