The Usher ribbon has light general age tone with a tape mark on the blank metal back. The third piece is 4.25" tall with brass hanger bar having "Palmer" in black enamel. Chain links suspend ornate brass flag designs in rwb enamel along with a high relief portrait of him against a concave brass background. Raised letters on panel below his portrait read "Democratic National Convention San Francisco June 28 1920." Palmer was the Attorney General and a strong hopeful for the Presidential nomination who along with Secretary Of The Treasury McAdoo received votes as the nominating process continued at length concluding on the forty-fourth ballot with the nomination of Governor James M.
